The mission of the Department of Justice Services is to promote a safe and healthy City, break negative cycles and encourage education through a continuum of services that empowers all participants to achieve measurable success.
The goals of the agency are to:
- Hold offenders accountable for criminal behavior with appropriate sanctions that fit the severity of the offense
- Meet assessed needs of at-risk youth and families by providing a diverse range of services
- Retain offenders in the community by providing them with community based services while simultaneously increasing community safety and education

Unless otherwise approved by the Detention Center administration, visitation is limited to parents/legal guardians. All visitors are subject to search, including the use of metal detectors, without prior notification. Visitations hours are as follows:
- Sunday -- 1:15 p.m. - 2:30 p.m.
- Wednesday -- 6 p.m. - 7:15 p.m.
- On Thanksgiving, Christmas, and New Year's Day, visitation hours are 1:15 p.m. to 2:30 p.m.
- Visitors who fail to adhere to visitation rules, which are provided to parents/legal guardians, could result in the early culmination of a visit and/or denial of future visitation privileges.
