Applications for New Services
Water, sewer and natural gas services are provided by the city of Richmond, Department of Public Utilities.
Water and sewer utilities are available throughout the city and natural gas service is available in most areas
of the city of Richmond as well as parts of Henrico County. Contact DPU Development Services, New Services Team
at (804)646-8544 for information on these services or to establish new utility services.
Applications for new services are available below. Complete the appropriate application, print and mail or
fax the completed application to the address indicated on the form. Call the New Services Team at (804)646-8544
to confirm receipt of the application and that an account has been established.

City of Richmond's New Residential/Commercial Gas Service Line Charge Policy
What is the cost of installing a new gas service line?
If our gas main is located on the street, in front of the property, the city of Richmond Energy Services
Department may run up to 100 feet of service line (200 feet for commercial) free of charge if the
customer installs natural gas for their primary space heat. The rules and regulations under which
we operate require that each customer's individual natural gas consumption must justify the capital
cost necessary to serve that customer. In other words, the more gas appliances you install,
the higher your potential gas usage, and therefore, the greater investment we can make to
provide natural gas service.
Please note that there is a $35 service fee to establish a gas account.
The minimum gas equipment for a residential customer to qualify for a new gas
service that can be served from an existing main is a new furnace, boiler, or hydro heat
(equipment used for primary space heating) or combination of gas equipment.
Currently, there are no credits for the installation of a natural gas generator and there
may be an over-run fee for service lines over 100 feet for residential and 200 feet for commercial.
Please call our Energy Services Office at (804)646-5250 for a cost evaluation if you are not installing natural gas as
your primary source of heat. Each request is handled on a case by case basis.
If there is no main gas on the street, the Energy Services Department will conduct a FREE
neighborhood survey to seek interest in gas service being made available in the area.
The cost calculations the city of Richmond makes with regard to providing service assumes that newly-served
customers install and utilize all of the natural gas equipment they agreed to when they signed up to get the service line installed.
This is regardless of whether the service line was free or if the customer made a cash contribution to the cost of the service line.
If the customer does not install and utilize the equipment they agreed to within the time specified on the service line agreement,
that customer will have to reimburse the city of Richmond for up to the entire cost of the service line, over and above any cash
contribution they may have already made.
