What is MPACT?

MPACT is an initiative that encourages community participation, drives city action, and fosters communication to develop a shared vision for Richmond’s future.

Residents may submit a priority request through the MPACT website, 311, smart phones, and participate in open forums held monthly throughout the city.

How will MPACT Operate?

Staff teams will assess neighborhoods and develop plans for addressing issues.

Technology improvements are being made to allow the public to make service requests using the MPACT website, 311 Call Center, smart phones and open forums held monthly throughout the city. Residents will receive high quality concierge customer service and it will create transparency and accountability in city government.

MPACT Co-Chairs will communicate with the general public and the city. They will hold monthly sector/precinct forums to discuss our vision for the city. During these meetings the following priority issues will be addressed as well.

  • Potholes
  • Overgrown Lots
  • Abandoned Cars
  • Non-functioning Street Lights
  • Traffic Lights
  • Open and Vacant Properties
  • Trash/Bulk Pick-Ups
  • Illegal Dumping

What does concierge service mean?

Everyone who submits a priority issue will be informed throughout the entire service request process. He or she will receive a call or email, depending on the mode of contact given, when the service request has been completed.

Will MPACT help with other issues outside of the high priority issues?

Long term/complex issues like land use, economic development, public safety, quality of life etc., will be voiced by residents and cross-functional teams of city staff will work together to develop potential solutions. Staff will work with the co-chairs to prioritize issues, discuss solutions and to make recommendations for the city’s budget development process.

How do I find my sector/precinct?

You can click on the ‘Find My Sector’ link. Once you type in your city of Richmond address, your sector will be identified.

For more details about your sector/precinct, you can access it by doing the following:

Go to the city website and click on Government. You will see a drop down menu. Click on Police, go to the FAQ section, scroll down to the bottom and you will see a listing of Precincts and Sectors.

Who is my Co-Chair and how can I contact him/her?

Go to the MPACT home page and click on the Contact Co-Chairs box. You will see a listing of Co-Chairs, what precinct/sector they represent and their phone and e-mail address will be included

What are my options for reporting a MPACT issue?

To report a priority issue you can do the following:

  • Report your priority issue online by visiting www.richmondgov.com/mpact and CLICK on the map of the city on the right hand side. By first entering the address of the issue and then selecting the type of issue request, you will be given a tracking number for your issue and sent an email confirmation. Once the application is downloaded from the MPACT website, you may also submit a request by using your smart phone. By using your smart phone, you can take a picture of your concern (i.e. pothole, bulk trash) and send it to the MPACT website.You will receive a confirmation e-mail within two minutes to let you know that we have received your request
  • CALL 311 and tell the agent you would like to report a priority MPACT issue. Be ready with descriptive information, the address of the issue you would like to report and your contact information. You will be given a tracking number that you can enter into the reporting page on the website to track or give to a 311 agent if you feel the need to call again.
  • Monthly meetings are held in each sector. Residents are encouraged to ATTEND A MEETING where they can participate in open forums. There will be forms for you to submit your priority issues and community issues at the monthly meetings. These forms should be submitted to the MPACT Co-Chair during the meeting.

When and where are the sector/precinct meetings?

Join your neighbors to meet with city officials to discuss MPACT and priority issues on a monthly basis. Precinct level meetings offer the chance to learn more about MPACT, meet your co-chairs and provide feedback to the city. Monthly meetings are scheduled by precinct as follows:

Who do I contact if my request has not been completed?

You can CALL 311 and give the 311 agent your tracking number so they can tell you the status. You can also click on the link in the confirmation email sent to you.

What makes MPACT different from other city initiatives?

MPACT is a customer service enhancement program that allows citizens to track their requests in real time. MPACT also provides a venue for citizens to get involved in the community to identify and raise issues that cannot be handled quickly by one department.Your involvement is critical to make MPACT a successful initiative.

Will my personal information be made available for the general public to see if I submit my request using a computer?

After you provide your contact number and or email, only the city customer service agents will have access to your contact information. The address of the service request will be posted on the MPACT website with a description of the request but no other identifying information will be released.

What is a smartphone?

A smartphone is a mobile phone that offers more advanced computing ability and connectivity than a contemporary basic mobile phone. Examples of a smartphone are a Blackberry, Android, Symbian and iPhone.
