Administration
The goal of the Administration Division is to provide leadership, fiscal accountability and administrative oversight for department personnel and programs to accomplish the agency's strategic plans.
The Role of the Chief of Administration
The Staff Battalion Chief of Administration oversees the day-to-day activities of the
Fire Department personnel and manages related support activities. Administration's responsibilities include purchasing, budgetary control, information management, record keeping, fleet administration, human resources, payroll, and personnel support services. Administration also provides facility management, staff training and development.
Chief Jackson
Carl Jackson has served with the City of Richmond Fire Department since October 2001. He originally was assigned as the Human Resources Agency Manager and was subsequently promoted to Administrative Services Manager. As an ASM, he managed a group of professionals who were responsible for payroll, human resources, information technology, fleet, budget, grants, procurement and other administrative functions. In 2007 as part of a reorganization, his title was changed to Staff Battalion Chief.
He was born in England, spent his formative years in Canada and the West Indies, and came to the United States in 1964. After graduating from High School in 1967, Carl was drafted into the Army and after service in Vietnam as an infantryman, he attended college at California State University and was later commissioned as a US Army second lieutenant in 1973. Following a 20 year infantry career with service at eight different locations he retired in 1992 as a Major. While in the military, he earned a Master's Degree in 1985 from The Johns Hopkins University.
He started his second career with the City of Richmond in 1993 in the Department of Human Resources as a Personnel Analyst. Subsequent assignments in five different departments (Human Resources, Business Services, Public Works, and the Police Department) were as a Human Resources Administrator, Executive Staff Assistant, Administrative Services Manager, and Agency Human Resources Manager.
He has been married for 29 years to Lizbeth Slinkman and they reside in Williamsburg.
